Jerusalem: A City for All?

The legal, bureaucratic, and physical manifestations of racism are often just complex enough to seem invisible or accidental (at least to those not directly affected). The 2020 municipal plan for Jerusalem pulled back the curtain a little when it explicitly set out a "demographic target of 60% Jews and 40% Arabs." Visualizing Palestine's latest visual untangles a complex web of discriminatory Israeli policies and practices connected to this goal.

On Basel al-Araj’s Assassination: End Security Coordination Between the Palestinian Authority and Israel

[“Disgraced Authority”, Palestinians and allies held a demonstration protesting security collaboration between the PA and Israel at the PLO offices in Washington, DC.]

From a mural of Basel al-Araj in Nazareth: Basel al-Araj was 31 years old when the Israeli military assassinated him in his apartment in al-Bireh, Palestine, on Monday, 6 March 2017. A respected intellectual, community activist, and organizer, Basel was known for his knowledge of Palestinian history, leading educational activities for Palestinian youth, and his outspoken position against the Israeli military occupation and the Palestinian Authority’s (PA) security coordination with Israel. Basel was a revolutionary who posed a threat to the toxic status quo reached between ...

What They Took

[An Elmusa family’s tractor: taken in al-Karamah camp by Anonymous in October, 1982 in the Jordan Valley|| From left to right: Author’s uncle (father’s brother, Sa`ad), Sharif Elmusa and his brother Ibrahim]

[Illustration by Tanuja Ramani, The Indian Quarterly] I was invited recently, together with nine other Palestinian writers and poets, to New Delhi to participate in a colloquium about the Palestinian condition, especially the role of memory and imagination for those of us who are refugees living in exile. This is a perennial question, which I have spoken to in different ways in poetry and prose. One angle I have not touched on in any detail is my relationship with the country’s beautiful and varied landscape, which intrudes on all other landscapes as a benchmark or a spoiler. For a while now the landscape has been pressing itself into my consciousness through ...

UN Report Establishes Israeli Apartheid; Fallout Begins

This week the United Nations published a report that establishes Israel as an Apartheid regime. The UN Economic and Social Commission for Western Asia (ESCWA) commissioned the report commissioned from the authors, Richard Falk and Virginia Tilley. Amidst mounting political pressure, the UN Secretary General ordered UN ESCWA to shelve the report. Rima Khalaf, who is the ESCWA Executive Secretary, refused this instruction and has since resigned in protest even though her term officially ends in two weeks. The report, which endorses the Boycott, Divestment, and Sanctions (BDS) movement is available below.     Israeli Practices towards the Palestinian ...

The Policing of the Palestinian Minority in Israel: An International Law Perspective

[Police officers in Israel. Photo taken by Mark Probst and uploaded via Wikimedia Commons]

In January 2017, the Palestinian Member of Knesset (MK), Haneen Zoabi, commissioned a report detailing multilayered omissions by the Israeli police force in combating the increasing crime rates within the Palestinian minority in Israel.[i] While the Israeli police force has prided itself in the last couple of years with halting the overall rate of violent crimes in the country, the report suggests that the police has failed miserably in halting violent crimes within Arab localities. Currently Palestinians make up twenty-one percent of the general population of the State of Israel, however, crime rates in Arab towns are three times higher than those in Jewish ...

New Texts Out Now: Helga Tawil-Souri and Dina Matar, eds. Gaza as Metaphor

Helga Tawil-Souri and Dina Matar, editors. Gaza As Metaphor (London: Hurst, 2016).  Jadaliyya (J): What made you write this book? Helga Tawil-Souri and Dina Matar (HTS and DM): During and in the immediate aftermath of the Israeli attacks against Gaza in July 2014, we shared a sense of anger and a responsibility to respond to the ways in which Gaza was a target of both military and representational violence. We were struck by the disconnect between how mainstream media, for example, talked about Gaza, that was generally ahistorical, and our own experiences and realities of Gaza. We were equally struck by how the word “Gaza” came to substitute for processes ...

Trump Consecrates Decades of US Policy on Palestine and Israel: Now What?

[Local Palestinian farmers from Abu Dis and grassroots movements at their protest camp on the outskirts of Jerusalem in February 2015. Image by Juliane Kravik via Flickr]

In late June 1967 and just before Israel’s unilateral annexation of East Jerusalem, British Foreign Minister Brown warned Israel that “if [Israel] purport[s] to annex the Old City or legislate for its annexation, they will be taking a step which will not only isolate them from world opinion, but will also lose them the sympathy that they have.” When Israel annexed East Jerusalem on 28 June 1967, in full daylight and during the course of diplomatic debates leading to UN Security Council Resolution 242, the General Assembly unanimously passed two resolutions (UNSC Res 2253 and 2254) condemning the annexation and demanded that Israel rescind all actions taken to alter the ...

Time for Sweden to Take the Lead for Peace

The United Nations Security Council’s 23 December 2016 adoption of Resolution 2334 represents a potentially significant milestone, because it creates opportunities for effective diplomatic, political, and legal initiatives to address and redress Israel’s systematic construction of illegal settlements in the Occupied Palestinian Territory. It is in this respect fortunate that Sweden, with its long history of promoting Israeli-Palestinian peace, will in January 2017 join the Security Council and additionally preside over it during the first month of its membership. The resolution garnered voluminous media attention because it marked a seemingly rare instance in which the ...

Multi-Campus Event: Three UC Schools Observe the 50th Anniversary of the 1967 War (28 April)

June 2017 will mark fifty years of the Israeli occupation of the West Bank, the Gaza Strip, and East Jerusalem. The anniversary makes all too evident what activists and scholars have long noted: the Israeli military occupation is not temporary. It is a defining structure of the Israeli and Palestinian political landscape. Initiated by the centers for Middle East studies at UC Berkeley, UCLA, and UC Santa Barbara, separate panel discussions on all three campuses on Friday, April 28, 2017 form the core of ...

Critical Readings in Political Economy: Apartheid

Andy Clarno, Neoliberal Apartheid (University of Chicago Press, 2017). In some of the earliest editions of Al-Hadaf, the journal of the Popular Front for the Liberation of Palestine, there is explicit mention of the myriad similarities between the “racist, settler colonial regimes” occupying the antipodes of Africa and the crossroads of the Levant. The Popular Front in theory and practice understood their struggle as linked to that of the South African liberation movement. It is against that rich ...

Jadaliyya Co-Editor Noura Erakat Discusses Israeli Land Grab Law with BBC World

On 6 February 2017, the Israeli Knesset passed the Validation Bill which retroactively sanctions the status of nearly 4,000 illegal structures built on private Palestinian land. While all settlements contravene international humanitarian law’s prohibition on the transfer of civilians into occupied territory, these cases are distinct because the structures are not built on what Israel has declared “State Lands.” Instead, they are built on private Palestinian lands where the proof of ownership is not in ...

A Damp Squib in Paris

As representatives of seventy nations gather in Paris this morning to discuss the moribund Middle East peace process, a healthy dose of scepticism is in order. Not so much about the conference’s prospects for success—it is not designed to succeed beyond the fact of being convened and producing a communiqué —but rather about the purpose of this exercise. According to its French convenors, the objective of the conference is to re-affirm the international community’s collective commitment to a two-state ...
